I'm working on a scene with a Scaup sitting on a log at the water's edge of a sandy "beach".
You know how the sea water sometimes makes a little foam as it laps onto the beach?
How would I duplicate that "foamy" look?

You can put cotton on the edge and pore over it.

I have never tried this for habitat but I was mounting pheasant tails today, doing some experimenting with bonding the mounting wire to the tail. I tried elmers ultimate glue, a water activated glue( seems I have a hard time getting bondo to stick to the tails quills). Anyway the glue works great but is slower than bondo. Getting to the point, this glue if spread and thinned with a little brush dipped in water raises like foam and has lots of air bubbles in it, it is a yellowish color, It may make a nice foam simulation, paul

   Whip together some of the artificial water & the cure (hardner) to add in air bubbles, then sparingly add in a little cotton to give it more volumn.
   You may have to build in "fluffy layers" until you get the effect you want. If it is in the edge of the water(versus standing alone) be sure to re-coat over it with a thin coat of your (unwhipped & clear)artificial water to seamlessly join it with the rest of the water. Hope this helps.
    It would most likely pay to practice a sample run or two of the foamy stuff so you can get used to the set-up time needed to maintain the volumn you need
