I wouldn't recommend drying again after rehydrating.  Could cause damage to the cape or allow bacteria a shot at loosening the hair.  Keep it frozen until you are ready to mount it.

Dry tanned caped should be re-hydrated and either mounted or frozen.

You re-hydrate only if you plan to use for taxidermy. The skin dries after it is mounted.

I agree rehydrate then freeze and then deal with wet only from there on.  So much easier to deal with.
