I don't know if this is normal, but the beetles pretty much quit eating on a coyote skull and there are still small pieces of dry flesh or tissues left on it. I rehydrated the head for 3 days and put it back in but the still did not clean it. What is the best way to remove this stuff before I degrease? I haven't seen much in archives.

this is where you need a little bit of ammonia mixed into your spray bottle. I use the ace hardware ammonia. It does not have any surfactants (soap) mixed into it. I add about a table spoon to a gallon of water. Spray this onto your skull. should liven them up a bit. You could have added it to your re-hydration water also.
