Well after several recipes I think I finally found the right mixture. Its probably less than half the cost where I buy it as well.

Im mixing half plaster and half 20 minute  ( powder ) joint compound.

I then wet shredded paper insulation and mix it all together. Then add enough water to get the right thickness.

Ive added salt to speed the set time and used borax to extend the set time. ( which I learned here )

So far Ive used it to fill half cast panfish and to do antler mounts.

It is a little heavy. Im trying to think of a lighter filler than the paper insulation.

I use the 45min mud, little plaster and cabosil or qcells as a filler, http://www.shopmaninc.com/fillers.html   I also went to the local redimix concrete place and bought a bag of fiber, very fine fiberglass fibers and a bag will last forever, also very cheap (i think I paid 7-8$ 2-3 years ago) just a lil pinch added will give lots of strength.
