Yes, in Arizona (the only place they occur), they are legal to harvest with a General Hunting license.  You do not need anything to possess one, just a General Hunting license to hunt one.

The limit in Arizona is 4 per year with a possession limit of 4 (dead or alive).

I normally do not have a problem finding 4 per year.

i may be interested in getting one in the future to mount. i may be able to get something to trade you for one. i live in louisiana and reptiles aren't exactly scarce around here.

I live in Maryland and would be very interested in a cottonmouth from your area, 4 feet or greater (frozen).   I would pay handsomely for one!!!
