I heard that you could tan skins with equal amounts of water and white vinegar.  Is this a a good tan for squirrels and rabbits? Does it last a long time? Thanks.

Read a bit more , the vinigar will pickle the skin but not tan it , the more you read the more you will learn and possibly more confused ! Get small kit from Van Dykes or some one else like that.

That is not a tan. The addition of salt, and a different vinegar/water ratio, would make a pickle.

A pickle is only a temporary way to preserve the skin or cape until it can be prepared for tanning. It isnt meant to stable the piece forever, like tanning it would!
