 buddy wants this fixed /repaired.  Does anyone sell individual fins or will he have to buy a set of fins?

 Muskie is 50 " he says.
There are no more pieces .
Someone broke it and nobody wants to own up.

I don't think anybody sells individual fins. But, you'll probably eventually use the rest of them if you do this long enough. What I would do is one of two things. You can back the existing fin with clear plastic (use contact cement on both) and simply Smooth-Epox in the rays or use a grinding/cutting too to help make the rays too.

The second or better option IMO would be to simply cast the backside fin...

Kinda like martys first suggestion is what I did on a pike I just had in. except mine was the wall side fins. ...If you look above the brown trout I posted in TWIFP you can see part of the fish....his only complaint was the show side fins looked like junk now...I tried to get him to just replace them all but he said he wanted to leave it as was... sentimental reasons....but anyhow someone knocked it off his wall and the head cracked and wall side fins got all busted up.

I put packing tape on the non show side remaining part of the fins. I then took piece of cardboard and cut it so I could wedge and tape it to support the tape on the fin. I then took fin magic and spread it on the tape and slicked it out. When it was set (hard) I removed the tape and mixed more fin magic and coated the back side of the fin  where the tape was and smoothed it out. Once that was set, I used magic smooth to coat the show side..I gave it a little while to set and started brushing the rays in. It wasn't perfect but it did look better then the remaining fins...  and it was more time just waiting then hands on.. so if you try it just make sure you have something else to fill some time.

 I am no good at casting .
Have no clue as to where to start. 
I did find a dealer Lake Country Replicas that sell the fins individually for $3 ea or both fronts for $5.
 Cant beat that.

That IS good to know because I'll tell you what, half of the fins from a set are needed only maybe 10% of the time. It's always an anal or pelvic fin that I need. I typically salvage existing tails because it's easier to do IMO for an exact fit. I may have to order a few spares after the new year.

P.S. You might want to order the pair just so they match in size and lack of shrinkage...

Try to match the existing ones so that they don't stand out too much from the aft fins. Looks like some Mars Red in there and some thinned candy rich brown. But, those are the colors I use. You may use different paints. Just use some sort of reddish pink and then a golden brown, maybe darkened a bit to match the existing stuff. You can always go darker if need be. Look at some reference pics too if it'll help...
