Can NOT cross state lines unless it can be authenticated as "vintage".  Must notify USF&W of the transaction.  That's my understanding anyway.

Vintage means that the skull is antique, older than the protection laws. Try to find some evidence it is older than 50 years. US F&W is the US fish and wildlife service, also known as "the feds".
