Hey I'm curious found a penguin on taxinet that i'd like to get from a guy. He says its an african penguin but he said when he bought it it required no papers, is that true? I live in michigan, if anyone could help me out with this question that'd be great! Also do they make penguin forms?

I saw that one. It's a juvenile African penguin (aka: black footed penguin) that hasn't moulted into its adult colors yet.
As far as I know, they are legal to possess and/or sell, but you should make certain before you get it. If it is coming from Africa it might need to have some import papers but I *think* that it is okay once it's here.
Double check just in case!

These were legal up until Jan 1 2011 when they were put on the endangered species list - oddly enough they are still only classified as appendix II species (go figure) so those who had them prior to Jan 1 2011 can keep them but they CANNOT be sold or purchased or traded - sorry -
