I know you have to add one pound of salt to every gallon of water but my question is how do you figure out one pound of salt? Do you weigh it on a scale or do you put salt in a measuring cup and put 16oz of salt in it to come up with a pound? When I weigh the salt, a pound of salt does not come up to 16oz.

Your measuring cup is calibrated for "fluid ounces", a measure of volume.  You want ounces of WEIGHT.  Go with the weight.

General rule of thumb............ 1 1/2 cup of salt = 1 lb. of salt by weight.
