Cotton Batting will get you a good base then then spray some Elmer's spray glue over that, then pick up some fake snow you get at Hobby Lobby and sprinkle over the top.

I use WASCO's crushed white foam (comes in a bag) that does NOT have the adhesive. I mix it with clear Silicone caulking. The more caulking you use the more icy it looks and the less you use the more it appears to be snow.

I like the ice fishing lay out ; all you needed was a few beer bottle caps and it would have said good times.

Here's another one.
I started with a full sheet of plexigass with black fabric underneath for this one. Same crushed foam and silicone method though.
