Yes...to both You  have to mail in for it or go by a regional office its a type 141 Taxidermy Permit, I think. Where in TN are you located

Thanks for the git back Joey.Not located there just close to Chatt.Was and still do work from that area.This ? was for a friend who's starting up as a Artist.
