What is the best way to secure snow to a scene? It doesnt need to be too thick just enough to give it a realistic look, 1/4 to 1/2 inch should do it.

I use clear acrylic caulk first and then sprinkle the snow on that.

I found this to be the easiest way.  2" extruded foam. this is the stuff that Tony Ward did the polar bear ice with in the last breakthrough.
