Since no one else answered you ,I will. The term "dry tan", is a reference to the steps after the pressure tanner, or the wet end of the tanning process. A wet tan skin, is usually frozen, till ready to mount. A dry tanned skin, goes through multiple steps, after the tanning, to allow a skin to remain soft, and plyable, and doesn't require freezer space. Like a deer hide, you might have in your home.
A dry tanned skin, has to be rehydrated with water, to achieve the stretch desired for mounting. A wet-tanned skin is still wet, upon thawing, thus eliminating this step. Another words, your pressure tanner, has gotten your skin past the pickle, and tanning stage, but that is as far as it can go. The rest of the solution, to achieve a suitable dry tanned skin, is now up to you. Drying, oiling, breaking, etc.
