Gray Fox, have you ever seen squirrels fight? Trust me, this ain't it as that would be one ball of fur. The subserviant pose by the one on its back says that this is either a sibling (most likely) or a parent. Most wild animals, especially rodents have a stong flight or fight mentality. If they're in the fight, they're hauling it, but if they're losing, they don't lie down. The hauling ass out of there with the other on their tails. These two MAY be breeding, though that's also usually a grab ass affair making rings around tree tops.
