grass going limp

I did a small habitat with a duck for a costomer about 1 1/2 years ago. he says that the grass thats is on it is sagging and gone limp. Is there anything to put on the grass to perk it up again or prevent this in the future. He was thinking about using hair spray. would that work?

Best bet is too simply replace it. If it was preserved it should not have broken down that quick?
