If it was to be a little bear how would you do this for your records? can you even pic it up is it like the blue jay feathers of our youth we always picked up only to find as adults it was against the law? Or is there a way to get a permit for it. For example in Nebraska they say we have no bears buuuut just in case we can't trap them. but if someone found a legit skull like this what do you do?

in wv if we find anything dead or hit buy a car,whatever,we have to get off season tags through the dnr.

imo the nose is shaped wrong and the canines are too pointed to be a bear.. i'm leaning towards a coon.

Elaborate PA.  I'm not a expert in animal physiology but bear was my first impression.  Are young bears not that fully formed?

2nd guess would be a dog.  Closest I found on web is a bull terrier.  Appears to be some hair matted on there that does not look like bear..
