Hey Kurt, where are you located, I'm in Fulton,NW ILL on the river. For snow and ice scenes I use white fiberfill for soft depth on the snow and the cover this with artificial snow from WASCO, I lightly spray the fiber with fabric spray and sprinkle the snow on top of this, for ice I use either artificial water or regular 2 part epoxie rod finish for fishing rods, I generally use flex coat with UV inhibitor. you can also coat twigs and branches with glossy modge podge for a similar affect. the more layers you paint on the twigs the better, they really look ice coated. The epoxie gives a harder finish than modge podge, but reqiures more time to apply. It take slonger to dry between coats. this flex coat can also be poured for a frozen pool , stream look. I paint the base under the ice to give it the disired look. Some times I build the area under the ice with plaster or bondo to save on the epoxie. Ck out my website-custom bases gallery, I have a white bass and a pair of mallards with small snow ice scenes. my site is
