CAN I USE DEAD TALL GRASSES OR DO I NEED TO BUY ARTIFICIAL GRASSES

No you can use real grass as long as it don't fall apart on you...some of the taller grass's wants to break easy thats all.

I use real grass , once its dried it holds up rather good if you spray it with a Fixitive.. I forget the name but its the same stuff artists use to seal their drawings. I tried it on some weeds and it works great, adds a little stiffness so they arent co inclined to fall apart..
  I havent tried cutting fresh weeds, instead I horde dead dry stuff from around my pasture...

I like real grass too, it looks better to me.  Hobby Lobby usually has a good variety of dried real stuff if you have a hard time finding stuff outside.  Id do like what was mentioned above and apply a fixitive, especially if you're using longer pieces.  I did a bass mount of my own awhile back and used pieces about 2 feet long and now they are starting to droop over.  I am gonna look for something to make them more rigid.  I think I once read hairspray would work, but Im sure the craft stores carry something better, just haven't had a chance to look yet.

As Royal Mentioned a Art fixative will work, Hobby Lobby sells a similar product to help preserve dried flowers/grasses...works great If they don't have it in  stock any florist will have some

There is a product called Forever Natural and it is a great product.
It can be used systemically or by emersion. I have used it on grasses 3-4' tall and they hold there shape and color, used it on cattails, and some small trees.
There are different colors so you can more accurately keep the color of the grass or leaves or moss the same.
