i have just taken up taxidermy and was wondering what it ment by measuring around the neck across the axis.

That's the point where the head actually pivots.  The location is right under the ears, at the base of the skull.  IMO, it's the most important measurement of all of them(and there is a lot of measurements you should and will be taking).
