Is it legal to have a federal migrated bird in your possession if you are a convicted felon and are a taxidermist?

It not illegal no matter the circumstances unless you have the right permits and such

There are lots of different kinds of migratory birds - waterfowl, songbirds, etc. Waterfowl are OK with the proper taxidermy license from the feds/state. Songirds are not OK unless you are mounting them for a school/museum etc. So you need to be more specific with your question.
