My cousin has ask me to make him a neckles out of his bear claws but when he sent the claws they were still on the paw and i don't know how to get them out of the paw. any instruction would be greatly appreciated.

A knife. Imagine your fingernail as a bear claw,severe at the last joint.
Removing bear claws is not easy! I have had best results soaking the nail bed area and paw with Lexol - really get it saturated. Then use a knife to cut away the skin (the lexol makes the skin easier to cut and pull away from the base of the claw). Watch for staples if your hide has been tanned; some tanneries staple the skin to the claw to keep it from riding up and pulling away from the claw. Remove the staple with a knife and needle nosed pliers.
