I have a buck that I shot, small rack, I don't want to mount it, only to hang the antlers in the garage. The butcher hacksawed off the horns and with it a liberal chunk of skull. I'm going to hacksaw down to only enough skull to hold the antlers, about 2" X 6"
What I'm wondering is, what's the best way to remove the skin, flesh, and other gook that is on the surface and on the inside of the skull plate? Do I boil or just scrape away?

Just boil it... it's not as good as the sal soda but it does the job you are looking for.

You would use Sal Soda in the boiling water if you choose to boil it!
If you're just going to hang it on the garage wall, I think that I would just get myself some powdered Borax and remove all the meat and membraim off the skull plate and the tissue from under the skull plate. When you've completed this, rub it down real good with the Powdered Borax.
If the antlers are going to be exposed to the sun, you might want to apply a coat of a satin sanding sealer.
For what you're going to do with these antlers....either way will work well for you.
