Is there any way to rehydrate a freezer burned duck?
The feet are really dried out and the skin feels pretty
tough. Is it possible to soak in water before skinning?
Or am I better off just discarding?

Inject the feet or bad spots with warm water. This will help rehydrate you skin and then you shouls have no problems from there. If the feet can not be brought back to life, then get a set of replacement feet. Most catologs carry them like WASCO.
