Yes the form should have the wax removed, the sanded and wire brushed with a cup brush available at you local hardware store.

Do you dewax by just sanding and wire brushing or is there some chemical used to take the wax off? Thanks

Wipe with Lq. thinner.

stout ruffer

If you use a Stout ruffer available from Research Mannikins, it takes about 2 minutes to cover the essential areas and rough them up for glue. I've tried all the other things, mannikin preps, sandpaper, shellac, what a hassle.

I dont seal forms.

It dont make a bit of since to me to sand, stout ruff wire brush, opening up the forms cells, then seal them up, for what? It does not compute.

I have found a wire cup brush on a handle to far better that the stout ruffer, the cup will open up more foam over a larger area and allow better adhesion of the glues. The sand paper is for the lips slot, make for far smoother lip tucking.
