I have looked through the forum and the internet but I have not been able to find out if it is legal to buy frozen fish. I live in Virginia and I am not to sure about the laws on this if someone could help me I will be very happy.

Every state has its own set of laws, and to be on the safe side the best thing to do would be to contact the Fish and Game folks in the state you reside in, ask them point blank what the laws are for buying fish for taxidermy purposes, direct your questions to the law enforcement section.
It would depend on what type of fish you are looking for. Best to check with your local Game and Fish people.
