I have a Flesh-All Neumatic hand held flesher with a 5 HP
13 gallon compressor.
Compressor continually runs, it can't keep the 13 gallon tank full.
Does this sound reasonable? What size are you using?
Any help will be appreciated.

Your compressor probably will run near continually. You need to check the output of the compressor at peak. I use a 5 HP with a 30 gallon tank and even this one runs quite a bit. I just take my time and take breaks every once in a while to give the comprewssor a break.
Don't worry about it too much, as I have found that this is a very good piece of equipment for the guy who is not going to be doing a ton of hides and can't justify a fleshing machine.

Unfortunately the minis are like that. If you are dooing more than ten deer heads a year, it's time you got a good 12 in machine.

Marty is right. Your tank is to small, for even painting fish. Walmart sell a 60 gallon tank 6.5 horse for $398.00.
You should always look at the cfm for the equipment and double that for your tank. I have a 3 horse with a 30 gallon tank its old but works great, for painting with the airbrush, tried a 3 hp with a 13 gallon tank and it lasted 2 years, just painting fish.
Look to up grade you tank system, if it is where you can add another tank on Graingers sells tanks, you could run a line from you outlet to a new 60 gallon tank, and run from the big tank to you flesher.
