You've got to be joking!?
Brian,if you have some artistic abilities you can make the headform out of self-hardening clay and foam(foam ball inside the clay to make it lighter)It does require artistic, skulpting abilities and allow for some shrinkage after the clay dries.I dont know of any supplier selling headforms for small mammals.
Jonas carries rug shell liners for river otter - though only one size. Good Luck.
otters are very greasy animals, and need to be heavily degreased. also they store a "mother load" of fat in thier tail. it will have to be split. the foot pads also contain a lot of calcified fat. good luck.
