Chris,
Unless you left something out, it sounds like a simple "fix." I'd hold the little piece with tweezers (my mitts are too beefy to hold anything smaller than half of a chinook tail) and apply a little super glue to the broken edge. Put the piece back in position and hold your breath while you wait for the glue to set. When you're face turns blue, let go. It should stick. Then I'd dob on a little extra at the cracked edge and let it dry. Add whatever dark paint is needed to mask the light crack and it's all done. That's how I'd fix 1/4" og a briken tail fin...eh?
Good luck
doesn't hurt

The peice that broke off the fin cant be located is their a way i can build up the are to make it look close to being a real piece of fin and thanks for your help!
paste fin backing (acetate or fiber mesh) on the backside of the fin.THEN superglue old piece in place and trim excess. actually i usually dont have the old piece, so i stick a tab of apoxy sculpt to the backing and use a modeling tool to scribe in some fin rays. easy!
