Taxi the skin over the shoulders forward!
It is all you need to do!
Pin the brisket-armpit area in place(USE REFERENCE!), and then just slide the shoulder skin forward until it will come together at the seam; YOU HAVE TO HAVE SOME WRINKLES in the neck/shoulder junction!

TAXI: from the latin "to move"
DERMY: from the latin for "skin"

the form is probably fine

MD, Before you give up take a minute to relax and think about where the skin is placed . When you sew up your hide you more than likely have the mannikin set up equivalent to the position it will be on the wall, backboard perpendicular to the floor(In my trade -carpentry-we call that "plumb" in other words vertically level)when you sew the hide is being subjected to the force of gravity and the hide slides down the form and the widest part of the neck skin is somewhere around 3-4 inches south of where it should be. get the antler areas sewed up as in the Y or 7 cut and then place your stand so the mannikins head is down slightly so gravity works for you and the skin slightly bunches up or wrinkles loosely on the back of the neck.Once you sew the entire back seam or the short cut.tilt the form upright again and taxi the skin to where it belongs and then rotate the shoulder area forward and down .Affix the brisket area and armpits where they go. You will find that you more than likely have more skin on the back than you need and the hair lays better. You will also have a deer with natural skin wrinkles on top of the shoulder. Just a trick I learned from reading ,researching and using the archives and tips from the best folks on this forum.Try again and I'll bet it turns out better.Have fun in whatever you do.

in other words

as you're sewing, if things get too tight, just shove it all forward a little up and behind the ear butts until things slack up enough to continue. Get it all sewn and then taxi it into place. I use a stout ruffer to taxi deer hides with. Also, make sure you have suficient hide paste on the form to facilitate moving the cpe around easily.
