The fastest base I've found is to cut a half inch piece of plywood to fit your desires (curved, square, octagonal, etc.) Set it on some slats over a large trash receptacle but make sure it's slightly elevated above the slats. Mix some foam and pour it in the center of the board and with a paint brush, move it quickly to the edges before it begins to really foam. Allow it to "roll" off the edges and don't worry about drips. As soon as it expands, start sprinkling construction grade sand over the piece and make sure you get the edges. Continue until the foam stops expanding. Allow to harden. Then take a Surfoam tool and remove any "icicles" that may have formed but make sure not to remove the crust that formed over your edges. Now you have a sandy diorama that you can "plant" anything from cacti to bushes on as well as a platform to place your mount on.
