I just got my first tanned hide back it was 16" when I sent it off and now it is 9" around neck I had it wet tanned I salted it dry when I sent it could someone tell me if I did something wrong are was a bad tannerie please let me know the cape want even fit over the face of the maniken

Rehydrate, oil and maybe even thin the cape some more around the neck?
contacting the tannery and explaining your concern and questions. Ask them for procedures in order for the tanning to produce results that you would consider satisfactory. Good luck.
im a newby to and when i got my cape back it had shrunk , try some baking soda and see if you can get the strech back
