Has my cape been tanned

I have recieved a cape from a friend who had a taxidermist skin it, flesh it, and send it out to be tanned. I am a beginner and am not quite sure that this cape has been tanned. Don't the lips have to be split and thinned first, and the nost split and thinned first? There were a few larger hunks of flesh on the hide, but most of it has been fleshed off.

I took it from freezer to water to rehydrate so I could measure it, and I don't know how to be sure it has been tanned since it is wet.

it would not have red meat on it. if tanned it should smell tanned. If not it should sssssssmell raw. Everything would be turned and fleshed.
