ordered a wet taned cape from a reliable source -was given dimensions to which i ordered form - when i went to mount deer found that instead of 18" neck i received (and cape was marked) a 15 1/2 - i spoke to supplier and he said not to try to relax neck - it should have been ready to mount when i received it - put it in freezer immediatley upon receipt - do i just need to order another form//

If you paid for an 18" neck then it's up to them to supply that measurement. As long as you have proof of it being marked 15 1/2" he needs to replace it. Why should you have to spend more money for a manikin.
But if it's an 18" and the wet tan is a bit of a dry tan and I've seen this, it may need to be relaxed. Try spraying a bit of warm water, cap full of downey and bit of salt onto the cape.
