OZ. Weight or Volume?

I'm about to mix Lutan f to Tan some capes.Bruce Rittle had givin me instructions.Each 1LBS of hyde,1oz Lutan F,3oz salt 2qts Watter.
Did he mean weight or volume?

Unless it states fluid ounces - it's weight!

Tanning formulas are normally always given in weight - e.g. ounces, pounds. Unless it says fluid ounces which can be measured in a Baking measuring cup - weigh it out! In this case - all those measurements in the formula are weight measurements not volume. You'll have to use a scale and weigh them out.
