I just received some potassium permanganate in the mail today from Jonas Supply for dying bleached out caribou racks and the only thing it says is to dissolve it in warm water. It came in two ounce packets so my question is does anybody know how much water to dissolve it in? I don't want to mix it wrong and end up with too strong or weak of mixture. Thank you.

Disolve it in a pint of warm water...swab it on lightly with cotton balls or swab until you get the right depth of color you're looking for. It acts as a stain...of which you can darken the color with repeat applications.
Potassium Permanganate use to be for sale in pint and quart bottles and by the pound in Drug Stores...granular form. I use to use it all the time in my Chemistry Lab for various experiments.
It's still available from Chemistry Lab Suppliers in bulk.

You can also mix it with rubbing alcohol. Works better and dries faster.
Get a Mortar & Pedstal. A ceramic small baseball bat shaped hand grinding device and round bottom ceramic bowl made to grind chemicals into powder form.
Then you can use a chemical measuring spoon...or tip of a popsicle stich to use smaller quantities for mixing purpose.
Gasoline is Toxic too...but you don't shave with it or drink it.

Don't get it on your skin!
Good advice on handling any chemicals...however...I've never had problems and handled it with my bare hands and fingers for years.
This doesn't mean anyone else might not have reactions from handling chemicals. Wear latex cloves when handling chemicals...like you should in skinning specimens.
I use to wash tools from dirty grease in gasoline with my bare hands and in kerosene as well....and skinned many hundreds of specimens with my bare hands with no problems all my life.
Moral of the story is...Wear Gloves...or let your Clone do it.
