If you plan to mount migratory birds (mainly waterfowl) you'll have to have one. Think it costs $36 for a three-year license. You DON'T need one to mount turkeys, pheasant, quail, etc. If that girl you talked to let hers lapse, and continues to mount applicable species, she can get nailed big time by the feds.
Check with your state to see if you need a taxidermy license. I believe there are some states that don't require them. In Missouri, you have to have one (renewable yearly) in order to operate as a taxidermy business, i.e. accept compensation for mounts. If you are just doing it as a hobby for yourself, you don't need one. BUT, you may still need a federal one to mount ducks you've shot. The first bird I mounted was a crow. I was told I can't sell it, because it's considered a migratory bird. You can shoot them all day long, but don't try to mount and sell one!
I copied this from his reply to a post below:
(Migratory birds) May be given to another within the confines of state or territorial boundaries. The bird or part their of must be accompanied by the Name and address, of the donor. It must also include the date, place, and time taken in accordance with the state, or provincial law. They may not cross state, or territorial lines. This applies to wild birds, Captive bread birds may be sold, or traded. but the seller must have a federal disposal permit, and the bird must be marked before 6 weeks of age in one of the following manors, Tattooed, pinioned, or a toe removed.
Specific provisions in the statute include:
