Try the clay method

Though I can't envision why a hide would move that much during drying (unless you are using dry preserve without a good hide paste). Remember, this is not a "fire and forget" system. I work my eyes, lips, and ear butts every day until the clay hardens so much I can no longer do it. This insures that everything is in place at that magic point is has to be.

Thin Skinned....

When I first started mounting deer, my skins moved so much they needed a different zip code! That was years ago. What I have learned since then is, your skin should be thinned properly. The thicker your skin the less you will be able to control it. Preparing the skin properly will aid in the ease of doing the mount and, the final results. Good Luck!

i agree that the problem may be that you may not have shaved the hide thin enough.I use this 2 part glue, it is called AAA ear adhesive(in Canada) i use it on the eyes and in the ears. you could also try drying it slower i have noticed more shrinkage when i dry things quickly.sometimes it helps to brush liqua tan on the eyes (small amount)and keep working them until you can't move them anymore, like George said.

ears and eyes

I wipe the earliners with laquer thinner before inserting into hide. I use buckeye supreme hide paste for everything with very good results. I use critter clay opposed to earth clay around the eyes and make sure the eyelids are split all the way to the hair folicles. This works well for me.
