You obviously are new to the industry. MANY exceptional bird taxidermist never USE foam necks in the first place. They wrap the neck. Using tow or cotton batting, you wind a cord around the neck wire until you create a realistic facsimile of what the neck diameters and length was.
I've been using them since they came out some years back, and with great success. I would avoid using using 1" foam and combine 2 sizes like maybe 3/8" and 3/4" for an elliptical pattern for a bird neck. I can't wrap a neck as smooth and uniform as the foam and it is just great. I don't see why most bird taxidermists won't use it. The one who taught me sure did and would still use it today if he was here.
Ace hardware has it.
I do it too, but it doesn't make it the best choice. Ask Dave Luke and some of those guys what size they use. Your method is much better, but realistically, you would like the precast necks even better.

I really do like the pre-made bird neck [forms]. It's just that I find them reasonably expensive to stock and do like the universality of the neck foam. I had to go to more effort to fnd the 1/4" size, since neither Van Dykes, nor the hardware stores sell it. I need that smaller size for trachea on ducks, pheasants, grouse and like-sized birds.
The local super lumber stores carry the same necking material..
Home Builder Supply stores...Hardware Stores...Home Depot...all carry it in rolls in all diameters...Foam Insulation Material.
