In last years WASCO catalog I remeber seeing Sallie Dahmes working on a Buck with velvet antlers.(On the cover page) I was wondering, to get that same look from a sheep I know I would need to alter the manikin. But what kind of eyes should I go with? And how would I go about in setting it in that position?

Without seeing the pic you're referring too...have no idea. But a Sheep has different eyes and settings. Tohicson-250 or Van Dyke Sheep Eyes are what you want...see WAWSCO or Van Dyke catalogs...McKinl;ey and others.
Get WASCOs Video on Sheep Head Mounting...and the Breakthrough Mammal Taxidermy Book...will answer all your questions...PLUS...good set of REFERENCE PHOTOS...a MUST GET thingy.

The eyes as it shows in the mount have alot of white showing in front.(like the eyes are rolled back) Also, the buck is stretching his neck out with the mouth open as if he was going to eat something
Tohickon IQ Series (WASCO) or Van Dyke Natural Eyes for Sheep (also WASCO)...have the white corneal swell you are looking for.
Suggest you also get their 3-D Reference Eye Cast to show proper setting....Hope this jelps.
