what is the average going price for a desent size tanned, clean Whitetail cape? without the antlers.

I get some capes from friends for free, others I pay $30 for. If you figure another $35 for tanning/shipping, then I would already have $65 in it. That doesn't include my time caping, fleshing, and turning lips and ears, and then salting. Add all of your time and some for profit, and I wouldn't sell a tanned cape for less than $100, and that would be a smaller one in the 18/19 inch range. I have sold untanned frozen capes for $75 to $100 and up to $175 for a big 25 incher. Hope that helps.
