Want some real help?

Step 1. Take the little hem out of the back of the cap, where the liner meets the fur. Take the stitches out for about 4", so the entire base of the former tail is exposed.

[[ step 1.5, buy a coon tail that matches the color of the old one pretty close. It can be done. Look on eBay. ]]

Step 2. Take your brand new coon tail (don't sew a 20 year old one back on, it'll break again from DRY ROT, that's what alum tans get you!) and trim it so that it's base matches the size of the former base.

Step 3. Remove old coon tail, base and all, completely. Sell this stuff for fly-tying.

Step 4. Hand-sew new tail on, making sure the underside of the tail will be the side facing your neck, and the furry stripey side is facing the outside world.

Step 5. Re-do the hem stitching, making sure to bury the stitches so as to make them invisible.

OR - take it to a furrier, for about $ 15 they will do it for you and do a damn good job!
