I am new to taxidermy and I have a deer cape but I dont know how to flesh the nose do I leave the cartilage in or no and how do I prepare it for a tannery aand anyone recommend one on the east coast

The cartilage, right in the middle needs to be removed. That will leave you about a 1/4 inch of skin for tucking. Just make a cut on each side of the septum till you go through it. There will be an 1/8 or more of meat below the cartilage. This way you won't cut and go through the skin.
From there you can remove most of the meat using a skife knife or a scapel. From there salt it twice(info in the search on this) and then send it out.
