If I spread Dry preserve on the neck part of the cape will that buy me more time to flesh the facial area a little slower and more precise? I'm think it'll take me a hour on face and an hour on neck, is that to long. How much is to long before bacteria gets to bad? Also will the dp prevent Lutan f from working properly?

DP will definitely effect your tanning solution as it alters the pH of the solution. I wouldn't recommend the two methods ever being used in conjunction with each other.
Most people that use the DP during the fleshing, use it only to eliminate the stickiness of the hide while they work. You can also use hardwood sawdust or corncob flour to achieve that same result. Bacteria won't hurt your hide by itself in that couple of hours, but repeated cooking and thawing will make it more of a threat.
If you decide to use the DP and tan the hide, make sure you monitor your pH constantly.
