You don't need anything in Texas unless you are going to mount waterfowl, then you will need to get a waterfowl stamp (hunting license with waterfowl endorsement). The only reason you need that is so you can legally possess the birds you are working on. But don't take my word for it, contact the DNR and let them tell you via email so you have it in writing.

No Texas state waterfowl stamp required....

......unless you are hunting!
For the state you need a Game Storage Log that you can get from the Parks and Wildlife folks. Just like the one the deer processors use. All the game animals and birds will need to be recorded.
You also need a Federal Waterfowl Permit though. You will need to contact the US Fish and Wildlife office in Albuquerque New Mexico. Look it up on the web for the phone number. This will allow you to possess others migratory birds.
You will also need to identify and record every bird you take in. I suggest you buy a kit that contains tags and a log.
I would also suggest you join the State Association too!(even though we are not affiliated with the National folks)....

FEDERAL permit is what you need...I stand corrected. Make sure and get that game storage log!

The first thing you need to do is to register your business with your local courthouse. It will cost you about $20 to do so. Then you need to get in touch with the State Comptroller in Austin and get a taxnumber.

You also need to check your zoning laws for any restrictions for the area you live in. This you can find out at the courthouse as well.

Other then that you are good to go. If you want to take in migratory waterfowl you need to apply for a federal migratory waterfowl permit. It will take anywhere from 4 to 10 weeks to receive it once you send off your application with the $25 fee.

Another advice for you is to have a contract ready printed out for your customers to sign before you take any animals in. This is for your own protection. Good luck with your venture.
