PAINT CHIPS ON BILLS

On artificial duck heads do you need to clean the bill befors painting it? I have done a few and the paint seems to chip off easily.
I am using water base air brush paint.

I apply a coat of auto primer to them before I paint them.

Lacquer thinner again and a clean peper towel.

Most head have had a silicone mold release used.
