I have a friend that did a bobcat for me. He came over and did it here at my house. I have seen lots of deer he did and he does a good job, But on this cat he skinned it, put preservative on it and put it in the refrigerator. It stayed there for like 5 days before he came over and fleshed it. Then he had something else to do so he put it in the freezer for a few days. Then took it out and mounted it. It looks good so far but it has lots of hair coming out of it. You can get ahold of the belly and lightly pull and you can pull out quite abit of hair. He said not to worry about it, When the hide dries it will tighen up and hold the hair in. Well I am worried about it. Should I be? I feel like hes just trying to cover up that he messed up and didnt finish it like he should have. Thanks for the help.

Sounds like bacteria got between the hide and the flesh that should have been taken off. Even if you're going to use a preservative instead of properly tanning it, you need to flesh the hide down before applying it. Also, it sounds like when he finally did flesh it,
he never preserved the skin. The preserve was applied to the flesh still on the hide and not to the hide itself. So what you have is a cat that was mounted with an unpreserved hide. Sorry to say, but your mount is rotting. It may "dry out" but any increase in moisture in the air will start it rotting again.
Jorion he did put the preservative on it after he fleshed it, Before it went in the freezer. When he got it out to finish it he washed it down with something, Then put more of the preserative on it. It did go a while in the icebox before he fleashed it but it had preserative on it then to. I was worried about the time it spent in the refrigerator before it was fleshed. Does hair fall out of them like that when they start to dry? He said just let it set and it will tighen up . Will they do this? thank again and sorry I didnt say that he had put the preserative bck on it.
First of all, STOP PULLING ON THE HAIR ! ! How long has the cat been drying? Just leave it alone and let it completly dry. Don't touch it for atleast 2 weeks. I've used Dry Preserve on 90% of my mounts and have never had this problem. The hair might tighten up and it might not. The only thing you can do is leave it alone and wait. If you keep messing with it more hair will fall out.

Michelle is right, place it is a dry cool place and put a fan on it, and stop touching it !
