I have been having a problem with slippage(after tanning) behind the ears around the base of the ears on some of my deer capes, you can tell there is a problem because the is a film on the skin, i dont mess
with it and when the mount dries it locks in, but is this a commmon
problem with deer that every body deals with or im i doing something
wrong, there is no other hair slippage.

I suspect that you're taking too long in fleshing your deer. This problem comes from spoilage and if you allow a hide to set around at room temperature without removing the earbutts, spoilage is very common in this area. FIRST thing you should do is remove those earbutts, then the eyebrows and then the lips and nose. If you're pickling the hide, that should eliminate the problem. If you're salting and tanning (JRTS or LiquiTan) it COULD be a problem and if you're using Dry Preservative, it COULD be a problem. With DP, you need to get that thing mounted within 8 hours of thawing to help insure that doesn't happen. Once you've mounted it, quickly groom it and don't touch it for 8-10 days or until hard dry.
Something is being done wrong. First off, how many deer have you had this problem on? Where they all pickled in the same container together or seperate? How long were they left to thaw? This info would be helpful. As for the film you said was on the skin. Is it on the hair side? If it is on the hair side I belive you are seeing the epidermis. If it's not I couldn't tell you what it is. Over 85% of slippage is caused from bad handling in the feild. But depending on the answeres to the questions above it might be something else.
