Is there a possible reason you can think of that you would ever NOT degrease? Always degerase your skulls, then whiten with either 3% peroxide liquid or a low teen (14%) (aka 40 volume) peroxide paste made out of peroxide and a developer like Basic White. Full details are in the archives by searching for skull whitening.
I use a tea spoon of dawn dish soap and a scoop of oxy clean in my boiling pot. I then use a volume 40 paste after the skull in clean.
I usually use store-bought ammonia to degrease everything. I usually put the skull in a container full of ammonia and let it sit for awhile until it is degreased. As far as peroxide goes, you can find what you're looking for if you go to the store and get hair dye. It should say the amount of peroxide that is in it on the box. That is probably the way to go if you're not doing a bunch of skulls.
