I have a semi frozen deer cape that I purchased tanned. Can I simply thaw it out and mount it?

.....You plan on mounting it while it is still frozen, that sounds like the right way to handle it.

If its tanned then yes,you can mount it straight out of the freezer.I usualy rehydrate skins before mounting them, but your cape prabably has ice crystals all over it from the freezer ,so it should thaw and be damp ,and that should give you good enough stretch.
